What is required of local auto shops to participate in the program?

  • Apply to the state for an emissions inspection license.
  • Conduct emissions inspections (option to repair failing vehicles).
  • Pay license fee ( $100 per year — prorated the first year so that safety and emissions licenses are synchronized).
  • Have Internet for real-time vehicle registration verification.
  • Purchase inspection equipment from the state’s contractor. (Equipment not required if only doing safety inspections.)
  • Charge for testing no more than the following:
  • Emissions testing fee = $24.
  • Safety inspection fee = $12.

How should local auto shops apply to Worldwide Environmental Products Inc.?

Visit  Worldwide Environmental – Missouri GIS 9000 Gateway Inspection System to download the enrollment package for new inspection stations. This will include all of the information you need to order inspection equipment. The standard solution is required in order to participate in the GVIP, and there are optional accessories available for purchase.

Fill out all required sections of the inspection station enrollment package and submit the package to Worldwide Environmental Products:

Once WEP receives your enrollment package, a WEP representative will contact you to answer any questions as well as to provide an invoice for your standard solution and any optional accessories. Once WEP receives your payment, WEP will schedule delivery and installation of the inspection equipment.

  • WEP’s training guidebook for emissions inspectors
  • Inspector/mechanic training will take place 5-9 p.m. on the second Tuesday of each month at Ranken Technical College, 4431 Finney Ave., St. Louis. The class will be in Room G108-109 of Gray Building. Located on the campus map. Look for signs on campus on the day of training. Register for class by calling 800-832-7664 or 877-832-7664 and pressing number 3. Be prepared to provide your name, contact information, social security number, driver’s license number and the I/M number and station number, if applicable. Bring a photo ID, such as your driver’s license, to receive training and take the test. You must be able to read to attend this training.

Tax exemptions

What vehicle parts are exempt from state sales tax?

State statute 144.030.2(14), RSMO exempts the state sales tax on any vehicle part that serves the equivalent function to a part that is listed in the rule. For example, some PCV valves are not true valves (open vs. shut), but orifice restrictors (wide vs. narrow). Such PCV orifice restrictors are sales tax exempt.

The following replacement vehicle parts are exempt from state sales tax:

  • Air injection parts, air pumps check valves, smog pumps.
  • Catalytic converters (universal converters, direct fit converters, converter kits).
  • Exhaust gas recirculation, or EGR, valves.
  • Evaporative canisters and canister purge valves.
  • Positive crankcase ventilation, or PCV, valves.

When purchasing the above vehicle parts, the customer is not required to fill out a form or application. The parts are automatically exempt from state sales tax. However, the retailer or installer must indicate on the invoice what parts were sales tax exempt and what parts were not exempt. The retailer must also retain copies of these invoices for five years for audit purposes.
